Background

Health Plans Inc. relied on its website as a critical resource for members, employers, brokers, healthcare partners, and internal teams. However, the existing platform had become increasingly difficult to maintain due to aging technology, outdated code, and the limitations of its legacy CMS. As technical debt continued to grow, routine updates became more complex, development slowed, and future enhancements were increasingly difficult to implement.

HPI needed a modern platform that could support ongoing business operations without disrupting the services users depended on every day. The challenge extended beyond upgrading the CMS—it required rebuilding a complex application while preserving existing integrations, maintaining business-critical functionality, and creating a scalable foundation capable of supporting future growth. Solution

Wakefly partnered with Health Plans Inc. to strategically rebuild HealthPlansInc.com on Umbraco 13 rather than performing a direct migration of the legacy environment. This approach allowed the project team to modernize the underlying application architecture while eliminating obsolete code, reducing technical debt, and creating a cleaner, more maintainable platform.

The project began with a comprehensive technical discovery process to identify critical functionality, evaluate legacy components, and validate business requirements. Existing integrations and operational features were carefully reconstructed within the new architecture to ensure continuity for members, employers, brokers, and healthcare partners.

In addition to modernizing the CMS, Wakefly improved backend content management workflows, standardized branding and navigation across HPI's web properties, and optimized the platform for performance, scalability, and long-term maintainability. Extensive testing throughout development ensured a smooth transition with minimal disruption during launch.
